The short answer
An unqualified "Made in USA" claim on cat food is a specific, legally defined promise, not a general vibe: under the FTC's Made in USA Labeling Rule, it means all or virtually all of the product was processed in the United States, using ingredients that were themselves made and sourced in the United States. A company's mailing address on the bag does not tell you that on its own. To know where a specific food is actually manufactured, you need to check the product itself, not just the brand's marketing.
What "Made in USA" is legally allowed to mean
The FTC's Made in USA Labeling Rule (16 CFR Part 323, effective August 2021) applies to pet food the same way it applies to any other consumer product. There is no pet-food carve-out, and AAFCO, the body that sets pet food ingredient and labeling standards, defers to the FTC on this claim rather than setting its own rule. For a company to make an unqualified "Made in USA" claim, all significant processing has to happen in the US, and all or virtually all of the ingredients and components have to be made and sourced in the US too. Since 2021 the FTC can also fine a company directly for violating the rule, on the label, on the company's website, or in social posts.
AAFCO's own model regulations allow a company to print its principal place of business, meaning its headquarters, on the label in place of the actual manufacturing address when the two are different. A US mailing address next to the company name is not itself a manufacturing claim.
Manufacturing location, ingredient sourcing, and company address are three different facts
It helps to keep these apart, because a food can be any combination of the three:
| What you're looking at | What it actually tells you |
|---|---|
| Company address on the bag | Where the company is headquartered, which can legally stand in for the manufacturing address on the label. |
| "Manufactured in" or "Product of" statement | Where the finished food was actually made. FDA guidance requires this wording when the manufacturing location differs from the labeled business address. |
| Ingredient sourcing | Where individual ingredients came from before manufacturing. Core proteins and grains are commonly US or Canadian, but items like fish meal, tropical fruit ingredients, tapioca, and many vitamin and mineral premixes are routinely imported even when the finished food is made domestically. |
A food can have a US company address, US manufacturing, and still contain imported ingredients, and that combination would not qualify for an unqualified "Made in USA" claim under the FTC rule. None of that makes the food better or worse. It just means the three facts do not automatically travel together, so a single word on the front of the bag cannot cover all of them.
How to check your specific food right now
Start with Check a Food, KibbleLab's free lookup tool. No account is needed to search. When a product page has the data on file, it shows the brand's manufacturing country, and sometimes the manufacturing region and whether the food is made by the brand itself or by a contract manufacturer. A brand's page also shows its company's headquarters location separately from where its food is made, so you can see both facts side by side instead of guessing which one a marketing claim is actually describing.
Not every brand in the catalog has manufacturing details filled in yet. When that field is missing, the honest answer is that it is not confirmed, not that the food fails some standard. In that case, the bag itself (look for a "manufactured in" or "product of" line near the company address) or a direct question to the brand's customer service is the most reliable next step.
If you specifically want a shortlist of US-made wet cat food
If the goal is picking a food rather than auditing a claim, KibbleLab's best wet cat food made in the United States list only includes wet cat foods where manufacturing in the US is already on record, ranked by KibbleLab Score. It is a live, shoppable list rather than a one-time explainer, so it is worth a look before you buy.
Check a specific food's manufacturing country, ingredients, and current recall status with Check a Food, or browse the ranked best wet cat food made in the United States list. KibbleLab is a full pet-nutrition platform beyond origin checks, covering ingredient analysis, recall alerts, and feeding guidance for both cats and dogs.
Two related questions come up alongside this one. If you are trying to work out who actually owns and makes a brand, not just which country it is made in, see who actually makes your cat's food. And a US manufacturing address is a separate question from recall status: a food made domestically is not automatically clear of recalls, so it is worth checking that too, covered in is my pet food brand recalled.
An unqualified "Made in USA" claim is a specific legal standard under the FTC's Made in USA Labeling Rule, requiring virtually all processing and sourcing to be domestic, not just a US company address on the bag. Manufacturing location, ingredient sourcing, and company headquarters are three separate facts. Check the specific product on Check a Food or the brand's page for its manufacturing country on file, or look at KibbleLab's ranked list of wet cat food made in the United States if you just want a shortlist to shop from.

Common questions
Does "Made in USA" on cat food mean all the ingredients are from the USA too?
For an unqualified "Made in USA" claim under the FTC's rule, yes, it is supposed to: all or virtually all of the ingredients and processing are required to be domestic. In practice, some ingredients like certain fish meals, tropical fruit ingredients, or vitamin and mineral premixes are commonly imported even into foods made in US plants, which is part of why the exact wording on a label matters.
If the company's address on the bag is in the USA, is the food made there too?
Not necessarily. AAFCO's model regulations allow a company to list its headquarters, its "principal place of business," on the label instead of the actual manufacturing address. A US company address confirms where the company is based, not where the specific bag was manufactured.
Where can I check where a specific cat food is actually made?
Look up the product on KibbleLab's Check a Food tool. When the data is on file, the product or brand page shows the manufacturing country separately from the company's headquarters location.
